The management of both SCP-2218-JP and its confidential information is to be handled by the Hachiman Faith Research Institute (Hereafter referred to as Hachiman Labs). Personnel associated with Hachiman Labs hold security level 5/2218-JP, and have been authorized by the O5 Council to carry out independent activities within the Sector 81’s Branch.1
A cover story has been circulating regarding SCP-2218-JP being a kind of deity commonly worshipped at Shinto shrines. Printed and digital content is to be monitored by a Foundation-operated bot. Any content discovered that deviates from the background of SCP-2218-JP as stipulated by the Foundation will be reported to the personnel in charge for its review and subsequent deletion or modification. All LoI-2218-JP nationwide are to be listed and placed under the management of Hachiman Labs, independent of the Association of Shinto Shrines.
Description
SCP-2218-JP is a divine entity created by the Shūshū-In in the year 2 of the Jinki period (725). SCP-2218-JP has had several names throughout history, but has consistently included “八幡” in its name, and is currently commonly referred to as “Hachimanjin” or “Hachiman-Ōkami”. Since the creation of its divine core by the Shūshū-In, SCP-2218-JP has extended its “faith” to others through the use of memetic pollution and the Shūshū-In’s politicking, and is now one of the largest divine entities within Sector 81.2
Following the establishment of Sector 81, the Foundation compiled all relevant information and prepared a report. The main points of this report are as follows:
At a post-war meeting between the Shūshū-In and the Foundation held in Nagoya city, Aichi prefecture on Showa 20 (1945), the manner in which control over SCP-2218-JP would be transferred to the Foundation was one of its main points of discussion. The Nagoya Agreement was established based on the resolutions reached at this meeting, but adjustments regarding the management of SCP-2218-JP continued well after its signing. Subsequently, the Declaration of Establishment of Sector 81 was presented on the 31st of December of the same year, with the management procedures for SCP-2218-JP stipulated on the document’s 8th annex. For details regarding the contents of this documents, please refer to Addendum 2218-JP-3. At this time, the Hachiman Faith Research Institute (Hachiman Labs) was established under the jurisdiction of Sector 81’s Board of Directors as an organization responsible for inheriting from the Shūshū-In SCP-2218-JP’s management and confidential information. Similar to its use by the Shūshū-In described above, SCP-2218-JP’s large scale and shamanic war potential, among other properties, were deemed to have immense development potential by the Foundation, and was thus classified as Thaumiel. For example, Project Pygmalion,6 proposed by the Department of Anomalous Weapons Development in 2013, is one of several large-scale projects that utilize the spiritual power of SCP-2218-JP, with its research currently being carried out at Foundation Area-34 (San Jose, Costa Rica) based on information provided by Hachiman Labs.

Incident 2218-JP-1 Report
On the 28th of October, 1950, a raid (Designated as Incident 2218-JP-1) on a Foundation security facility by the Group of Interest “Gogyō-Kessha” took place. The following material is a report on the incident submitted by Dr. Sakurayama, then director of Hachiman Labs, on November 30th, 1950.

(1) Incident details
The timeline of the incident is detailed below.

The following timeline was composed based on witness testimony and video recordings.
28th - 23:32~: Five members of the MTF guarding the northeast gate of Site-8113, which was under construction, are neutralized by magical attacks. Site-8113 is placed on high alert, and an emergency operations center (EOC) is established. MTF ろ-5 (“Onmyōji”) was stationed at this site, and is immediately deployed to all gates, including the northeast gate. At around 23:45, 5 members of Gogyō-Kessha appear at the northeast gate, 5 at the southern gate, and 3 at the western gate.
28th - Around midnight: It’s established that the assailants are members of the Gogyō-Kessha. As the site was under construction, there was a lack of forces capable of responding to an attack other than MTF ろ-5 (“Onmyōji”), and the EOC requests the dispatch of forces to surrounding sites. At this time, MTF い-2 (“Ōgi-no-Mato”) departs for Site-8113. It’s confirmed that one member of the Gogyō-Kessha has been incapacitated at the southern gate, with MTF ろ-5 (“Onmyōji”) having suffered three casualties.
29th - 00:02~: Spiritual entities are detected beneath the ground in a section under construction in the northwest corner of Site-8113. Approx. 1 minute later, a sinkhole roughly 20m in diameter appears in this area, and approx. 120 level IV spiritual entities emerge from it. Many of the spiritual entities were equipped similarly to Japanese soldiers during the Pacific War, and fought in a similar manner. As forces were concentrated at each gate, on-site personnel’s response was delayed, resulting in large numbers of casualties among Foundation’s non-combatant staff. It’s believed that the entities’ purpose was to destroy as much of the facility and personnel within Site-8113 as possible. Within 10 minutes of the spiritual entities’ emergence, all members of the Gogyō-Kessha attacking the gates dispersed and fled, with the Site’s EOC deciding not to chase after them. At around 01:00, personnel within Site-8113 had completed evacuation to underground shelters, but the site aboveground was now under the control of the spiritual entities. Furthermore, post-mortem investigations indicate that further spiritual entities emerged from the sinkhole, with approx. 500 entities having appeared within Site-8113.
29th - 02:09~: MTFs from surrounding sites arrive, and the operation to retake Site-8113 is started. It’s speculated that the spiritual entities are “spirits of the war dead” takes from the Yasukuni shrine as part of a “ceremony” by the Gogyō-Kessha, and a strategy is prepared based on this. This operation assumed that the “spirits of the war dead” from the Yasukuni shrine would be greatly influenced by SCP-2218-JP, with the aim of neutralizing the spiritual entities through its use.
29th - 02:40~: Based on the above strategy, SCP-2218-JP was summoned by MTF い-2 (“Ōgi-no-Mato”). The yorimashi9 was in charge of MTF い-2 agent Isanagi Maki. The agent entered through the southern gate, with other MTF members following her. When Agent Isanagi approached the spiritual entities, they appeared astonished or in awe, then crouched in place and dissolved into mist, rendered neutralized. As SCP-2218-JP was proved to be effective against the spiritual entities, they were quickly eliminated from within Site-8113 using praying equipment distributed to all MTF members.
29th - 03:35: Full elimination of all hostile spiritual entities within Site-8113 is confirmed.
29th - 05:20: The state of high-alert is lifted.
(2) Losses
The Foundation suffered 153 casualties, and many of the facilities at Site-8113 were destroyed by the hostile spiritual entities.
(3) Investigation
The incident is believed to be a planned attack by the Gogyō-Kessha, believed to have been carried out so that the Foundation’s Sector 81 would divert away from the UN forces being put in a difficult position by an attack by China’s People's Liberation Army.10
The Gogyō-Kessha combatants on each gate were decoys, with the main force of the attack believed to be the spiritual entities summoned at the northwest section of the Site. These spiritual entities are believed to have originated from Japanese citizens that died during the Pacific War, which the Gogyō-Kessha allegedly seized from the Yasukuni shrine.
(4) Proposal
As mentioned above, it’s believed the Gogyō-Kessha has seized the spirits of the war dead from the Yasukuni shrine and can used them as part of a “ceremony”. If this is correct, then the Gogyō-Kessha is in possession of over 2.46 million spiritual entities. This force cannot be underestimated, but as the report shows, they can be quickly neutralized through the use of SCP-2218-JP. This is believed to be because they sought divine protection in the extreme circumstances surrounding the war, and because the Japanese military adopted the protection of the “Great Bodhisattva Hachiman”, making them all be considered “devotees” of SCP-2218-JP.11
Although the situation regarding Sector 81’s branch remains unstable, this incident has shown that SCP-2218-JP’s deterring effects on hostile organizations is noteworthy. Therefore, I propose the reconsideration of further use for SCP-2218-JP.
Following this proposal, the following measures were taken with the approval of Sector 81’s Board of Directors:
These measures have had a significant positive impact on past attacks on Foundation Sites and responses towards various Groups of Interest. Including Project Pygmalion, several technological developments regarding the spiritual power of SCP-2218-JP are currently underway, with information provided by Hachiman Labs.

Procedure

Main shrine of the Iwashimizu Hachimangū Shrine (Yawata city, Kyoto prefecture)
The general public within Sector 81 will be informed that Operation 2218-JP is the proper way to worship at a shrine, through posts at local shrines within the sector, and dissemination of information throughout other media. Regarding Foundation personnel, they will be converted into SCP-2218-JP devotees by having them perform Action 2218-JP under the guise of a non-anomalous event. If, for any reason, they show an aversion to performing Action 2218-JP, they will be converted into SCp-2188-JP devotees through the use of shamanic manipulation.

As a result of the Abolish Buddhism, Destroy Shākyamuni movement during the Meiji Restoration,12 SCP-2218-JP, which was deeply syncretized with Buddhism, suffered a significant loss of its divine nature, resulting in a great loss of its spiritual power. Concerned about this development, the Shūshū-In devised a plan to convert as many civilians into SCP-2218-JP devotees through the following system, in which they would collect EVE and help SCP-2218-JP grow:

In Japan, this method of worshipping did not become standardized until the Meiji era, with the vast majority of people simply bowing or clasping their hands in prayer before the shrine, following standards of Shinto-Buddhist syncretism. At this time, the Shūshū-In lobbied the Meiji government and succeeded in establishing the “one bow, two bows, two claps, one bow” method of worship as part of the “Shrine Rituals” code promulgated in 1875. Subsequently, this method of worship spread among the populace. The Foundation conceived the idea of using SCP-2218-JP to maintain normalcy within Sector 81 by inheriting and expanding upon the work of the Shūshū-In.

Incident 2218-JP-12 (1959/01/22)
A divine being manifested in Lake Akan, Hokkaidō. It was determined to be a spontaneous manifestation. MTF い-2 (“Ōgi-no-Mato”) responded, and suppressed the manifestation on the same day. As a result of this incident, the area of Lake Akan was reduced to approx. 60% of its original size, and a magnitude 6.3 earthquake took place. Incident 2218-JP-23 (1989/07/18)
A divine being manifested in the northern side of Lake Biwa, Shiga prefecture. It was determined that the summoning was artificial in nature, and was carried out by the Gogyō-Kessha. MTF い-2 (“Ōgi-no-Mato”) responded, and the incident was resolved the following day. As a result of this incident, Watarijima, located in the northern part of Lake Biwa, disappeared. Due to the tolerance possessed by SCP-2218-JP devotees, civilian damage was less than anticipated. Amnestic treatment and cover story carried out by SCP-2218-JP.
Incident 2218-JP-34 (1999/07/22)
An unidentified object with aggressive memetic contamination appeared in Shiojiri city, Nagano prefecture. Later designated as SCP-████-JP. Approximately 3,000 people were affected before containment was completed, about 300 died, and a vast area of the city was destroyed. SCP-2218-JP was used to disseminate cover stories, calm people, and temporarily remove memetic contaminants.
Incident 2218-JP-49 (2015/02/25)
A divine being manifested in the northern part of Tokyo Bay. It was determined to be a spontaneous manifestation. MTF い-2 (“Ōgi-no-Mato”), among others, respond. Following analysis, SCP-2218-JP was modified to have the appropriate characteristics to function as a countermeasure. As a result of the incident, approx. 60% of Site-81██, located in Koto Ward, Tokyo, disappeared. Suppression completed in 6 days. Due to the tolerance possessed by SCP-2218-JP devotees, civilian and staff damage was less than anticipated. Amnestic treatment and cover story carried out by SCP-2218-JP.
Incident 2218-JP-55 (2017/02/10)
Memetic contamination spreads throughout Japan. The source was later contained, and designated as SCP-████-JP. The SCP-2218-JP “divine revelation” meme, developed with the cooperation of the Memetics Department, the Formality Department, and the Department of Arcana, was dissemination through various media, with the incident being pacified by having all SCP-2218-JP devotees simultaneously perform [REDACTED]. Incident 2218-JP-70 (2021/02/10)
An outbreak of spiritual lethal memes takes place in Maibara city, Shiga prefecture. It was determined not to be caused by artificial means. Later designated as SCP-████-JP. Due to its high degree of contagion, and the danger posed by its characteristics, the Foundation dispatched several MTF teams, including MTF い-2 (“Ōgi-no-Mato”), in order to neutralize the outbreak. In this instance, the Ethics Committee authorized the use of a “divine revelation” encouraging the suicide of infected individuals, resulting in the deaths of ██ people. Outer Shrine Agreement
The Shūshū-In’s actions since the Meiji Restoration, which followed Protocol Acumen, resulted in the collecting of EVE from holy precincts throughout Sector 81, creating friction between the Shūshū-In and the Group of Japanese Divinities. In response, the Shūshū-In struck an agreement with the Group of Japanese Divinities in 1878 regarding the management of EVE. This agreement is known as the “Outer Shrine Agreement” because it was reached during a meeting held at the outer shrine of the Ise Grand Shrine.
Following the transfer of containment from the Shūshū-In to the Foundation, Hachiman Labs renewed the “Outer Shrine Agreement” with the Group of Japanese Divinities, inheriting the previous agreement. This agreement was settled on March 19, 1946 at the outer shrine of Ise Grand Shrine between the Hachiman Faith Research Institute and the divine being “Ōmiya-no-Me-no-Mikoto”. The details of the agreement are as follows:
Agreement on EVE management methods
The SCP Foundation’s Hachiman Faith Research Institute (Hereafter referred to as Hachiman Labs) and Ambassador Extraordinary and Plenipotentiary of All the Gods and Goddesses of the Country of Japan Ōmiya-no-Me-no-Mikoto (Hereafter referred to as Japan’s Divine Ambassador) hereby agree on the follow method of managing life energy (Hereafter referred to as EVE) collected via Protocol Acumen:

I often saw her speaking with great interest about how to raise and use the Great Hachiman Bodhisattva, describing it as a masterful creation. Naturally, many complaints arose, and there was speech of removing Ise from the Imperial Court, fears over Hachiman claiming the title of Grand Imperial God, disgust over cozying up to Foreign Gods, and so forth. Of course, she understood their actions to some extent— That one can only oppose a God by the use of another God— and observed them with amusement.

However, the Great God has shown an incomparable amount of disdain for your Foundation. Many things angered her, such as the inheritance of the Great Hachiman Bodhisattva feeling like a robbery, and that they had come from a land across the sea and had succeeded in seizing the secrets of our land. However, what angered her the most was that you did not see God as a God. The Shūshū-In has been in dialogue with us since ancient times— Back when it was called the Sacred Storehouse, back when it was called the Bureau of Collections, and we always sensed a feeling of veneration in their step. They understood a God is to be revered. They understood a God is to be worshipped. At each holy precinct there would be at least one person stationed that would worship us, and the “Seven Sages”16 would annually proclaim their activities and future plans, demonstrating a willingness to face divine punishment. The Great God has recently been saying, almost as a catchphrase, that she felt in them a palpable dedication to dedicate themselves to us as representatives of the many people who live in this visible, real world.

It is believed that the verb “to curse” (祟る/tataru) comes from the verb “to lose one’s temper” (腹を立てる/hara-wo-tateru), which has been modified into an intransitive form.
